The conflict with Earth began as part of a larger colonization effort. The Kindergarten was built as a massive excavation project to harvest the planet's resources for new Gem production, and it was this colonization that sparked the rebellion led by Rose Quartz. The military's decline on Earth was due to the Diamonds' decision to abandon the colony after the rebellion, not an inability to crush the Crystal Gems.
